How do you stop your dog pulling and lunging at everyone

Hi my girl is 12mths old now, and even though we did the treat reward for walking nice she just does a snatch and grab then keeps pulling we’ve had her on a Halti , a normal collar and lead, and a full Halter nothing seems to work and she leaps at everyone and their dogs which is very annoying we have turned her away from them and walked the other way to distract her but she takes no notice just waits for the next victim, she thinks all dogs want to play and that’s not always the case. Help, please as dog walking is not exactly a pleasant time.
