Snickers my fur baby and behavior question

Snickers is my Pap fur baby. With other dogs he’s a social butterfly and behaves beautifully. But me, my 2 younger kiddos and Snickers have been living with my parents since April. And during the day when he’s not played with he just barks and barks. He has a large pen in the basement and is spoiled by me! And at night he’s in his kennel in the basement. My parents are concerned he’ll have an accident and won’t let him run free. But when I take him to the dog park he is amazing! I’m so in love but my dad wants to get rid of him
