Two year old rescued pit bull is very hyper and seems to be in his own world

My BF has a 2 year old pit bull. We have a problem with him being very hyper active and when he gets like that we can’t get him to listen he seems like he’s just in is own little world. For instance he will start by jumping up on us then he starts licking then biting. He seems to be just playing he’s not growling or being mean. the more we try to get him to stop the more wild he gets. He starts running around and jumping on furniture running from one room to the other. The only thing that stops him is he gets tired. lays down for about 10 minutes and starts over. We have tried distracting him and ignoring him and that does work but for only a little while. The weird thing is he’s not always like that. Some times he’s like a normal dog and he listens and my BF has been able to teach him tricks and you can pet and love on him and he will nicely just lay there. I don’t want to give up on him because obviously it is something that we are not doing or that we are doing wrong. Can someone please give us some advice? Thank you
