Won't bond with spouse

My husband and I have a 2 yr old rescue female dach/terrier mix who has bonded wonderfully with me but is leary of my husband, who I got the dog for! She sleeps on his side of the bed on the floor, always, which is a plus, since day one. She follows him around outside as long as I hold the leash, the moment he takes the leash she wanders to stay close to me. She will reluctantly take treats from him. We have had her about a month.
We do not have an enclosed yard. She will not let him take her outside for a walk about or to do her pee and poop time. We have tried him holding a treat and she makes it past the door or to the end of the deck but that is it. Today I just held her and passed her to him at the back door, she peed a little in transit, they walked a tiny bit but she did not do her pee.
Any help or ideas will be much appreciated as to how long this might take and what ideas.

I’m a professional dog trainer and have always had dachshunds – love ’em! They are very, very stubborn, however, which has been bred into them as, being hunting dogs, they must needs stay on the hunt, no matter the distraction.
Now, let your husband take over EVERYTHING, from feeding to walking to treats to whatever. Let the dog know that your husband is Head of the Pack.
Persist with this. When the dog misbehaves, your husband should be first to discipline, with a heavy, hard, loud, and deep, ‘Bah!’. As soon as the behaviour ceases, he is to raise his voice up in pitch, and say, excitedly, ‘Good dog! Good dog!’. This imitates pack behaviour.
Gradually increase the time between verbal punishment and verbal praise, for the same behaviour.
