best breed in appartment? minimal/none barking. cant have scratching on doors or

so i want a puppy as i live alone (girlfriend comes over and a friend sometimes) and need company, queit chil time or play ball with the pup. problem is i cannot have it barking night time after 8 for no reason and cant have it eating cables and furniture and scratching doors. these 3 problems are it. dont care about anything else.
dog would be home 8 hours while im at work .
i walk as is alot so it would come for walks with me plenty.
im 24 y.o. and i had a dog(boxer) as a child (was put down )

any other info you guys need , please ask. so far ive thought of chow chow or basset hound. basset hound seema the better choice i think …
