My dog won't go potty and won't eat her food????

Every morning for the past week my border collie will signal to me she has to go outside, she will stand and sniff around for 20 minutes to an hour but won’t go!!! Ever since she was a puppy she doesn’t eat her food until after she goes. This has made me almost 15 minutes late for work three days in a row now. It feels like I’ve tried everything. It’s frustrating to the point I cried yesterday morning. It’s so frustrating and this behavior is beginning to cause a lot of issues at my work. She’s almost a year old. If I don’t wait for her she goes inside. If I do wait for her I’m late to work and she doesn’t have time to eat. What can I do??? I can’t lose my job over this, I’m starting to get angry at my dog, and I’m almost to a breaking point. Please help!
