What breed or mix is my little guy? Beagle, chihuahua?

When we adopted our dog through a rescue group that got him out of a high-kill shelter, even his foster mom was baffled. While he was advertised as a Chihuahua mix (at nine months old and 15 lbs), he has since grown a lot taller and is now about 25 lbs (he's now five). We think he's part beagle, Jack Russell, Chihuahua, pug, dachshund, etc...What do you think? (Those tests are expensive!) Thank you!
