Few sights are more heartbreaking than an animal desperately struggling to breathe with no way to help itself. That was the devastating reality for a dog named Cooper, who was discovered with duct tape tightly wrapped around his muzzle in Auburndale, Florida. What first appeared to be a single act of cruelty quickly led investigators to uncover a much larger case of neglect involving several other animals living in hazardous conditions. Thankfully, Cooper’s rescue marked the beginning of a remarkable journey from fear and suffering toward safety, healing, and hope.
Authorities in Auburndale, Florida, launched an animal cruelty investigation after disturbing photos surfaced on Facebook showing a dog with duct tape tightly wrapped around his muzzle. Detectives with the Polk County Sheriff’s Office quickly recognized the seriousness of the situation and immediately began searching for the dog and those responsible.
Investigators soon located the woman who had shared the photos online. She explained that another woman had discovered the distressed dog hiding beneath a wheelchair ramp. The animal appeared to be hyperventilating and was clearly struggling. Acting without hesitation, the woman and her son carefully removed the duct tape, allowing the dog to breathe normally again.
The frightened dog, later identified as Cooper, had already endured far more than anyone realized.
As detectives continued canvassing the neighborhood, they found Cooper’s owner, 57-year-old Tammy Roosa, sitting in the backyard of the property. According to investigators, Roosa admitted that Cooper belonged to her and confessed that she had wrapped duct tape around his muzzle the previous night because she claimed the dog had tried to bite her.
Officials said Roosa showed no remorse during the investigation and refused to acknowledge that her actions were wrong. Cooper was immediately surrendered to the Polk County Sheriff’s Office so he could receive proper care.
Cooper Begins His Road to Recovery
Veterinarians at Polk County Animal Control examined Cooper and discovered the abuse extended well beyond the tape around his muzzle.
The dog had visible scarring where the duct tape had been applied. He was also severely underweight, suggesting he had not received adequate nutrition for some time. Marks around his neck indicated he had likely been tethered for long periods, adding to concerns about the conditions in which he had been living.
Despite everything he had endured, Cooper’s gentle spirit quickly began to shine once he was surrounded by people who cared for him.
Sheriff Grady Judd shared encouraging news following Cooper’s rescue.
He said the dog had been treated terribly but was now receiving outstanding care from the staff at Animal Control. He also confirmed that several other animals living on the same property had been removed from the unsafe environment and were expected to make full recoveries.
Recovering in Safety
Not long afterward, Polk County Animal Control shared a video showing Cooper happily running, playing with toys, and enjoying the attention of his caregivers. His playful behavior reflected just how quickly he was beginning to feel safe again.
The transformation offered a hopeful reminder that compassion and timely intervention can completely change an animal’s future.
As the investigation continued, deputies encountered additional problems while taking Roosa into custody. According to the sheriff’s office, she physically resisted arrest before eventually being placed inside a patrol vehicle. While retrieving her purse from an RV on the property at her request, detectives discovered shocking living conditions. Inside the RV, investigators found piles of garbage, a heavy infestation of roaches, and an overwhelming odor of feces and urine.
The RV was also home to seven cats, three fish, two lovebirds, two finches, and a duck.
Every one of those animals was removed from the property and transported to Animal Control for medical evaluation and treatment.
Polk County Fire Rescue measured ammonia levels inside the RV at approximately 100 parts per million, a concentration officials described as extremely hazardous. Exposure to those conditions can lead to chronic respiratory problems, severe eye irritation, and other serious health concerns for both animals and people.
The sheriff’s Agriculture Crimes Unit also inspected the property and found waist-high grass filled with garbage, discarded household items, and decaying debris. Investigators also discovered leaking septic pipes releasing raw sewage onto the property, creating additional health hazards.
Officials praised the person who rescued Cooper by removing the duct tape, but reminded the public that suspected animal abuse should always be reported directly to law enforcement as soon as possible. Early reporting allows investigators to begin rescuing animals faster and ensures they receive immediate medical care.
In Cooper’s case, that quick response not only saved his life but also led authorities to rescue numerous other animals trapped in unsafe conditions.
Tammy Roosa was charged with aggravated animal cruelty, animal neglect, resisting arrest without violence, operating an unpermitted landfill, and maintaining a nuisance injurious to public health.
While the criminal case moves forward, Cooper’s story now reflects resilience instead of suffering. Once terrified and struggling to breathe, he is now receiving the care, comfort, and kindness every animal deserves. His joyful progress serves as a powerful reminder that even after terrible abuse, healing is possible when compassionate people step in to help.
