Dr. Andrew Kaplan is a veterinarian who lives at the Upper West Side. On his regular working hours, Dr. Kaplan attends to the medical needs of the rich and the affluent. But on his weekends, he goes to the under-served neighborhoods to spay and neuter pets for free.
His free spaying and neutering service all started when he adopted a puppy who was on death row and was going to be put down the next day. Toby was labeled “too agressive” to be adopted. But since Dr. Kaplan was a vet, they allowed him to adopt the pup.

Toby became his beloved best friend. And when Toby died at the age of 13 in 2009, Dr. Kaplan founded the Toby Project.

Dr. Kaplan told PIX 11, “If you look at the data, the neighborhoods that surrender the most pets are in the lowest-income neighborhoods. If you have less animals reproducing, less animals being killed”
