Harper the puppy was born with a rare disorder that wouldn’t allow her to stand or lift up her head. This disorder is called Swimmer Puppy Syndrome. Her previous owner left her in a trash bag. A kind soul rescued her from a someone selling puppies out of a cardboard box; beside the cardboard box was a trash bag that contained Harper. With that rescue, Harper got her second chance.
