We know now that the cans of food were recalled due to a labeling issue. As mentioned below, a “market withdrawal” is something the FDA considers minor and not subject to legal action.

Hill’s Science Diet is voluntarily recalling a selection of their canned dog foods for reasons unknown. Petsmart stores have posted a sign giving notice to customers about the “voluntary market withdrawal.”
There are several different “levels” of recalls according the FDA’s (Food & Drug Administration) guidelines. According to their website, a “market withdrawal” is:
“Occurs when a product has a minor violation that would not be subject to FDA legal action. The firm removes the product from the market or corrects the violation. For example, a product removed from the market due to tampering, without evidence of manufacturing or distribution problems, would be a market withdrawal.” (fda.gov)
