The licking and scratching basset…help

My basset is not overweight but has the basset rolls…under the arms and neck the scratches a lot and neck looks irritated and underarms have turned a brownish color like they are dirty but they stay like that even through a good bath. She has seen the doc for it several times but not much luck.

Also constantly licks her paws…is it allergies? Cause sometimes has more red eyes too. need to know what I can do for my Snoopy.
