Desparate for Help – Housetraining 2 Year Old Bichon

I do not know what to do – our dog Herbie is still not fully trained. He knows to go pee and poo outside – and does – but there are times he will go outside and come back into the house without going. Most recently he peed in our bed and tonight peed in my son’s bed (while someone was in the room) and he had a belly band on (which I just starting putting on him because he cannot be trusted). Last month he pooped on our couch while we were nearby. He is crate trained and stays in his crate for up to six hours. In the past he has had both pee and poop accidents in his crate but not many. He is a rescue dog who we have had for one and a half years now. We also have a nine year old bichon as well. They get along well together but Herbie clearly thinks he is the alpha dog even though Mac has been with us first.
Something else I thought I would mention – Herbie started out eating his food extremely fast – and we got him trained to eat normally now, because he knows that no one will take his food away from him. But if a piece of food drops on the floor he runs for it and if I give each dog a biscuit Herbie gobbles his down and then attacks (and I mean attacks Mac to get his biscuit).
I am beside myself because I keep saying that we would never give up on him, but I am beginning to feel as though I am giving up hope. We tried the pen and he had accidents in that as well. Any help would be most appreciated.

Hope I’m not too late.
Don’t give up hope! Rescue dogs tend to be harder to train than dogs from a breeder. If you ever catch your dog about to do some dirty business in your house, carry them outside while saying ‘No’, even if they’re in the middle of doing it.
As for him running for food that drops, that’s pretty common with some dogs, my Bichon does that. I just say ‘No’ and gently push him away. You should probably try some professional training if Herbie attacks Mac for his treats.
Just remember: patience is of the essence. It will take time to train your dog, took about 2 years for mine.
