Potty training issue with our Berner

We have a 3-1/2 month old Bernese, Luca he’s a wonderful dog and we love him very much. At first Luca was doing great with his potty training providing we get him out at least every hour. The past two or three days however this hasn’t been the case. We still take him out, he makes potty and comes in the house and within 5 minutes he is peeing on the floor. Then acts so remorseful, it’s heartbreaking. Usually we take him out again. In addition, he is usually very rambucious, not so much, especially today. He is sleeping a lot or just laying down. Could he have a UTI? He doesn’t whines or complain when he eliminates or are we expecting too much with the potty training?
