Sounds to me like your 11month old is (And should be a puppy) I would ignore the advice you are going to receive about the chain.
As well do not acknowledge behavior you don’t like (Like how she runs away when you go to get her) Instead make sure you bring food (This can be replaced with toys later on) and stand near her (She’ll run away) and just wait be calm and happy and patient (Dogs read you better than you think)
Make sure you have time … because the more you rush this the more frustrated you’ll seem to her.
Just be calm and when she comes over to see you … give her kibble one at a time like little cookies give her 5-10 of them (I take it out of my dogs measured food for the day)
Each time she comes to you give her some of her kibble for the day outside. And start giving her a word to associate with coming to you on the chain.
Keep this up until until she does it most of the time then start making her sit before you unleash her.
Slowly work her to where you want her to be (Trust me spending TOO much time with her now will make such a better dog down the road)
Also avoid doing really exciting things right after taking her off the chain such as:
– Enthusiastic greetings
– play time
– food time
– walk time
Because then when she see’s you she just gets more and more excited and raps herself up.
