constantly licking things and pees everywhere.

My yorkie is 12 plus years old and we just got him a few months ago. So Im not familiar with yorkies behaviors. He licks my leather couch and the other day he was standing by the wall and started licking the wall. I have never seen a dog do this. Also, he will go outside several times a day, but it doesnt seem to matter. He still pees in the house and it can be right after he comes in back in the house
