My Yorkie Puppy Won't Stop Peeing in the House

Does anyone have any suggestions for me? I have a ten week old Yorkshire Terrier named Harley who will not go to the bathroom outside, except for first thing in the morning once he has been removed from his crate. Throughout the day, we watch him closely to see when he drinks or eats. After about ten minutes or so, we take him outside. Typically, we spend twenty minutes outside with Harley, but he does not go to the bathroom. As soon as we enter the house and let him loose, he goes to the bathroom on the kitchen floor. We’ve tried crating him after he eats and/or drinks and then taking him outside, but still no luck. We love Harley, but trying to house train him has become very stressful. I should add that my mom is 83 years old and is home with him most of the day. She is still very active for her age, but Harley’ s training is draining her energy. Please help!
