Pad trained pup only pees on pad ; poops nearby

My 7 month old Maltese female is 100% pad trained (we haven’t even tried house breaking her) but she only pees on the pad and poops only about 25% of the time on the pad. She’ll always go nearby, but not on the pad. I’ve used Nature’s Miracle to neutralize the area, but the success rate is low. Any ideas? Thanks!
