Potty Training for a pug puppy

I have a female pug she is 3 months old, wheneve I take her outside she doesn’t go potty but as soon as we come back inside she goes. I’ve tried treats to reward her when she does go outside but it doesn’t work. Also I give her treats when she potties in her pads but usually she goes outside her pads too
