Get rid of the puppy pads unless you leave the dog home but to get her to go outside take her out every two hours and praise her when she goes outside, or train her using dog doorbells(they hang on the inside of the door on a ribbon and has bells on it that the dog rings with his paw or nose).The training every two hours helps get them get used to going outside to pee outdoors then it will become a habit.
